I don't think there's any way you can do it as far as software is
concerned. I think the FN key doesn't even send a code to Windows. It's
probably just wired directly into the circuitry of the keyboard to
change the function of the other keys.
You could try a key-mapper, but it looks like others have tried and
failed at that.
I don't even have a thinkpad, but if there's a way you can remove the
key and dig down deep enough to manually make the physical electronic
connection that the key would make - it might work. The other key you
want (I believe) is the Home key - which brightens the display. The End
key darkens it.
