If he created that shortcut while in your presence, by law it cannot be 
considered a prank.  If he did it remotely by accessing your computer, 
he could criminally liable.  You could to.

I answered question just like this, on Yahoo Answers yesterday.

The person wanted to prank call someone just once.

U.S. Code
      Title 47
            Chapter 223

It states that it is a felony to use any telecommunications device to 
pull a prank on someone.
