Well, if he can't even boot, and can't use the mouse or keyboard, then the PC is waaay too infected to clean. He'll have to either do a Restore (if possible), or reformat and reinstall Windows.
To save the files he can try booting into Safe Mode. As soon as he presses the power button tell him to keep quickly tapping the F8 key. He'll come to the boot menu. Choose "Safe Mode" and see if he can get to the Safe Mode desktop. If he can, then he "might" be able to plug in a flash drive and copy whatever files he wants to save to the flash drive. There is a chance that the flash drive won't be recognized by Windows in Safe Mode - but hopefully he will. Also, there's a slight chance the virus will "jump" onto the flash drive as soon as he plugs it in. I've seen this happen, but it is pretty rare. So, I would give it a shot to save his files. Now, he's gonna have to reinstall windows. Most name brand PC's come with a quick, easy way to "Restore" the PC to the way it was the day you bought it. Check the maker's website - or post the brand and model of the PC and I can check. If there's no way to do a factory Restore, he'll have to manually reformat the drive and reinstall Windows. You can do this by booting from the Windows disk.
