I don't know of any program that will be able to hear foreign speech and translate it to English. There are plenty of text-to-speech apps (including XP's built-in Narrator), and lots of translators that translate text to text. Google translate will translate text or webpages and then speak them aloud. And Babelfish website will translate text also. That's not really what you want, but here are the links anyway:
