System Restore is turned on by default in Win7 - at least on the system drive. If you don't have any saved dates it's possible that maybe Norton disabled it a while ago. When Norton, and a lotta other, anti-virus apps try to clean a virus the first step is to disable SR so that the virus doesn't just re-install it self from a save point. Turning it off automatically deletes all save points. Once it's turned off, you have to manually turn it back on. There's no way to get your save points back.
I think the only Norton functions that the toolbar provides are safe search protections. Such as warning you of known harmful websites. All other Norton features should still work even with the toolbar disabled. Have you tried opening the Norton program and disabling the toolbar from there? (Instead of from the Firefox addon utility). Also - many viruses and malware will turn off SR to get rid of the save points - to make it harder to clean them. Is it possible you are already infected? I would try running a safe-mode scan with a couple of the free malware apps like Spybot S&D, or Adaware, or Malwarebytes. (go into safe mode by tapping the F8 key at bootup until you see the boot menu, then choose Safe Mode).
