Yeah, you can probably prevent it from starting. Go to Start, and type MSCONFIG in the search box. Click the Startup tab. Find any items with reference to Radion and uncheck the box. Then OK out and reboot. You might see a message saying you had made changes - just check the box to "do not show this message again".
Also you can try going to Start, Control Panel, Add-or-Remove programs. Find Radion in the list and uninstall it. I dunno which version of windows you have, so the above instructions might not be exact. But they are generally correct.
