Other people have had this issue over the years.  Here are some 
suggestions from Microsoft:

Method 1
1. Go to "Start>Run"
2. Type: "regsvr32 /i shell32" (without the quotes)
3. Then click "OK" on the RegSvr32 window

Method 2
1. Try System restore
2. Restore the computer to a date before the problem occurred.  Start, 
Programs, Accessories, System Tools, System Restore.

Method 3
- Open Control Panel, Regional and Language Options, Languages tab,
Advanced tab, Details button, check "Turn off advanced text services".

Method 4
- Open Device Manager, locate the keyboard and remove it. Restart the
computer so the keyboard will be seen and reinstalled.

Method 5

Using the registry incorrectly could put the computer in a
Non-boot situation where windows needs to be reinstalled

1. Go to "Start
2. Type: "regedit" (without the quotes)
3. Navigate to the following registry key:
"HKEY_CLASSES_ROOT\Drive\shell"
4. Back up the registry before making any changes, or make a restore 
point with
system restore
5. Check the make sure the string value "(default)" is equal to "none"

If this fails you can try and clean up your computer for any viruses and 
malware and see if that works.

Also i would suggest to try with a different keyboard.

If none of the above suggestions work I would maybe suspect some malware 
- probably a toolbar - got installed somehow.  Go to Start, Run, and 
type MSCONFIG. Click the Startup tab and look at all the programs with a 
checkmark next to them.  If you see anything suspicious, uncheck it.  
You can look up those entries at this website to see if they are malware 
or not:
http://www.sysinfo.org/startuplist.php
Just type the name of the entry into their search window and it will 
tell you if it is malware or not.
