The next step would be to try System Restore in Safe Mode.  Reboot and 
keep tapping F8 until you see the boot menu.  Choose "Safe Mode" and 
then run System Restore as usual from the safe mode desktop.

If that fails it is possible your restore points are corrupted.  A 
defective hard drive might cause this.  Or maybe the files were 
corrupted from an improper shutdown or system crash.  Why are you 
restoring?  Were you having troubles with the system?  If so, what were 
the symptoms?
That would help diagnose.
