WInIMG is what I use.  It will do just about everything you need it to do
including copying cd/dvd to cd/dvd.

Highly recommend, not drinking the MS coolaid.

I should know this but I am stumped.

I am trying to copy a CD to another CD. I don't know if it makes a
difference what is on it, but there is documents and images on it. 

I am on a Windows 7 laptop. (don't know if this makes a difference either)

Can you help?
