All PCI Express versions are backward compatible, but the vid cards will only run at the max speed the motherboard chipset supports.
I don't think you'll find a new vid card with less than 512MB video ram. Any card that supports DirectX 9.0c or later is capable of pixel shading v.3 and above. Most new cards support DX 10, and I prob wouldn't buy one that doesn't. You can get knockoff Geforce or Radeon cards for as little as $40 or $50 dollars now that are DX 10 able.
