Not really necessary to know exactly what the Stensil Buffer is - only 
that it's a component of (I believe) DirectX or Direct3D.  Most new, 
high-end games require a later version of DirectX to run.  Hence, your 
video card (or chip) must be DirectX compatible with whatever version 
the game needs.  I believe the newest DirectX version is 10 or 11.  If 
you go to Start, Run, and type DXDIAG you'll open the DirectX diagnostic 
utility and the first tab will show what version you have. (on Windows7 
or Vista you'll go to Start and type DXDIAG into the Search box).

If you want to tell us the name of the game, and the brand and model of 
your computer we can tell you if your system meets the game's video 
requirements.  On the game's box, or somewhere on the website of where 
you bought it, you can find the minimum system requirements.  For video 
it will likely say something simple like "DirectX 10 capable video card 
required).

If it's just a simple 2D game, and your PC does meet the requirements, 
then we can try other troubleshooting methods to try to fix the prob.
