That does seem pretty slow for Comcast.  I think their minimum plan 
offers up to 15Mbps?  Well, time of day and number of other users 
connected to your node will effect the speed. Late at night would prob 
be faster for instance.  I would try at a few different times of day, 
and try a few different speed tests:
http://www.bandwidthplace.com/
http://reviews.cnet.com/internet-speed-test/
http://www.speakeasy.net/speedtest/
http://www.speedtest.net/
No 2 tests will usually give you the same result. I do 3 or 4 and then 
figure the average.  On FIOS I just tested at an average of about 
8Mbps/2Mbps. If it's still around 1 or 2 Mbps I would call Comcast and 
see what they say.  I know people with Comcast who are very happy with 
their speed.
