I'm think maybe the magnifier you had in Vista was a 3rd party app? Or 
maybe you are referring to a feature in whatever browser you were using?
Anyway, Win7 does have a nice little magnifier utility built-in.  Go to 
Start button and type "magnifier" in the search box.  At the top of the 
window the word "Magnifier" will appear.  Click on the word and drag it 
down to anywhere on your taskbar and it will be permanently pinned there 
for future use.  When you want to zoom in on any screen just click on 
the magnifier icon on the taskbar. Experiment with it - it is totally 
customizable.
