Here are a couple things you can try (I would do them in the order 
provided):

1. Try reinstalling the mouse drivers.  Go to Start, and type 
DEVMGMT.MSC into the search box to open device manager.  Double click 
the category for Mice And Pointing Devices. Right-click on your mouse 
and choose "Remove" or "Uninstall" from the popup menu. Click OK.  Then 
reboot.  As windows boots you'll see a message like "... Found New 
Hardware...".  Be sure to wait until you see the message "Your new 
hardware is installed and ready to use". Hopefully that will fix the 
problem.

2. If you remember when the problem started you can try Windows System 
Restore to go back to a previous date.  You didn't mention your version 
of windows, but go to Start, Programs, Accessories, System Tools, System 
Restore.  You'll be given a list of dates with restore points - if one 
of the dates is previous to when the prob started, choose it and follow 
the instructions.  You won't lose any personal data, but you might have 
to re-install any programs you've added since that date.
