God created Lucifer, a covering cherub. Like all of God's creatures
Lucifer had a free will, which he chose to use to try to replace God.
He got booted from Heaven, and became Satan. Satan continues
to try to spoil God's plan by hiding his true nature from the gullibles
who believe in pandeism, for instance.
