This is true. The lookup in the tables depends on a whole network of
participants and participation is open ended.
But as long as one new node joins for every node leaving,
the network is still operating. transferring a table to get you started
only takes a couple of hours on a standard dsl connection, compared to
a month it takes to compute one. The situation is similar to a torrent that
was once uploaded, but the initial seeder went on. As long as there are
a people keeping it alive it will survive, until hardware is fast enough so
that you can do the lookups on a single computer and you do not need
a network anymore, or A5/1 has vanished into the museum.
