People are talking about USRP for a long time already. USRP is a standard
hardware for GnuRadio works nowdays.

PCB and assembly cost will strike you for quantities you may be able
to produce for such a task.

Actually there already several projects aimed at creating hardware for GSM
related tasks. Close-Haul (US-based startup) announced their GAPFiller
recently:

It is specifically crafted for GSM and is promised to be available in the first
half of 2010.

We're also working on hardware for OpenBTS, i.e. it's also GSM tailored.
Our version will be available by the end of 2010.

I know there are more projects aiming at the same target, so I think it's
worth just waiting a little bit.

Most problem here is that projects such GAPFiller and our one develop
hardware for GSM transceiver, not for interception so you may not be able
to capture both uplink and downlink. Yet, we personally will try to make
this possible. I can't promise this until I see decent interest in such devices,
but we'll try to make this real. If you have an interest - please contact me
(off the list).
