That's interesting. I expected quite opposite, that camps are more
attended then annual congresses. After all, the congress is every year
and the camp is every 4th year only. I suspect less people are
comfortable with camping, and probably people have more things to do
at summer then in winter?

A people do local advertisements, I guess. At least I do. So it's not
only centralized advertisement which plays the role, especially in
non-EU areas.
