I agree that the CAL code for a5_ilx and a5_ati should be updated to work with the most recent AMD GPUs, of course. Regarding legacy boards requiring legacy OS/drivers, that's fortunately not true though. I used an updated Ubuntu with the latest version (at the time) of the Catalyst drivers and AMD-APP-SDK with the Radeon HD 6990 board (*3) when I was working with Kraken before, and it worked perfectly fine.
