Dear List! I’m really sorry for disturbing you. I guess I've found out the cause of the problem. I was playing with app_ccch_scan trying to add -t (-TMSI) command line option and must have definetly done something wrong. I checked network sniffs with reference ccch_scan app, everything works just fine, Kc is being successfully decoded.
