Sounds good to me. Whether we can actually get tools to do all of
these is a separate question. I'd actually include a 3rd option, to
put ALL accidentals in the music. Not that I'd expect many people to
use it, but as long as you're being nice to the folks writing music
ed texts, you might as well do it right.

I'd agree with this. And note that some programs, such as players and
converters to midi, would find this pointless. Players (computer or
human) always have to sprinkle all the keysig accidentals throughout
the music anyway; to them it's not an option. Key signatures are
basically an artifact of printed music.
