Here's the proposal John made, as refined by discussion among some
potential committee members:
ABC was first developed by Chris Walshaw, who wrote and
maintained the standard until he turned the responsibility
over to a committee.
The official copy of the ABC standard lives on the Sourceforge
ABC site
(http://cvs.sourceforge.net/cgi-bin/cvsweb.cgi/src/standard/abc.txt?cvsroot=abc).
Anyone can submit a proposed change to the ABC standard to the
abcusers mailing list. When it has been discussed there, and
a specific wording has been agreed on, the committee will
solicit an advisory vote by the readers of abcusers. Votes
are collected for 30 days.
At the end of the 30 day voting period, the committee makes
its decision by majority vote, and the standard is either
changed or not.
A member of the committee who resigns is replaced by a person
selected by the remaining members.
A committee has been formed from the developers and others active on
abcusers. The members of that committee are:

We expect to be putting up for vote the less controversial aspects of the the
draft extensions in the very near future. The more controversial ones
will take a little longer, but we hope to have set up a mechanism for
achieving consensus in weeks or months rather than years.
