As I unterstand it (from Michael Methfessel's documentation files in
the abc2ps distribution), you can make a format parameter local to a
tune but I don't think you can make it local to a staff. 

BTW, you can use different parameters in different parts as I have
already used that to change locally the staffwidth.

So, if you use dummy parts, as below, it will work.

z2 D2 D2 D2 D4
w:When o- thers sings 
P:  
%%vocalfont Times-Italic 13.0
D2 G4 B2 A3 A G2 G2 | 
w:Ve- ni- te ex- al- te- mus,

But, it makes a mandatory staff breaking between parts. I am not sure
it is what you want...
