The interesting question is how do you convert the notes? Would each note in the 12 note scale map to a single note in the bagpipe scale? In that case you would end up with more than one input note mapping to the same output note. WOuld the mapping depend on context - a given input note would map to different output notes depending on the notes immediately before or after it. How close do you want the final tune to sound to the original? I think the answer to your question is: Assuming that someone can write down the rules for how the input notes should map to the output notes, it's possible to do it. I have no idea what the correct mapping should be though.
