My favourite would be DJGPP:

which is a port of GCC and comes with lots of useful tools. If you
want something that with fit on a single disk, I would suggest
trying Pacific C

Both of these will run under Windows, but don't have any special
support for it. If you want that, you might try MINGW, which is
a port of DJGPP:

http://www.mingw.org/
