My favourite would be DJGPP: http://www.delorie.com/ which is a port of GCC and comes with lots of useful tools. If you want something that with fit on a single disk, I would suggest trying Pacific C http://www.htsoft.com/products/pacific.html Both of these will run under Windows, but don't have any special support for it.
