Because it was easier to implement. Every feature has a cost in time and effort. So far no customer has actually complained about the limit and this is the first time that the limit has been mentioned. It's a case of diminishing returns. How many 2 part harmony arrangements are there in the world? How many 9 part? At the time I implemented it there was no facility for hiding parts (I did that much later) and no facility for merging parts (I did that very much later).
