It wasn't, but I agree it should be.  Consider it adopted into the proposal.

As for
Q:1/4=120 "Allegro"

Clearly the quotes are superfluous but I would be happy to include
Q:1/4=120 Allegro

which means "the tempo is 1/4=120 and it's called 'Allegro' ".
