I don't know anything about windows, but I've done tablature using
abctab2ps on linux. I would think you would do it the same way on
windows, that is, open up a dos window, make sure the abctab2ps.exe
file in on your PATH, and type:
abctab2ps -O= <filename>.abc
This should get you <filename>.ps.
If that isn't your question, maybe you could email me off list, or
maybe someone who uses some abc2ps relative on windows could help you
better than I can.
If your problem is what should be in <filename>.abc, one good place to
go for examples is Taco Walstra's ABCtab archive at
http://msg.wins.uva.nl/~walstra/ABCArchive/
