It looks like spam to me. ICQ.com is a real company with a web site, so you can check it out.
Probably what they're doing is trying to trick people into signing up for their service. If you make the mistake of thinking that this has something to do with abcusers, and send back the form, you will be a "member" of ICQ.com's service. That's probably fine, if you want to be a member. But it's a rather underhanded way of getting people to sign up. | Does anyone know what this is about?
