Let's see; Scotland does have its own parliament now, but it doesn't have its own army or navy, so it must be a dialect (and an inferior one at that ;-).
I'd better wait and see what Jack and Phil say - but there seem to me to be many Scotsmen that consider their variant of English a separate language (some of Burns poetry can be pretty impenetrable to us English).
