A more likely explanation: He just can't figure out how to update it.
My  "jcabc2ps"  clone  is  also there, the 1.0 version dated April 6,
2001.  I've tried on several occasions to update this  to  my  latest
version.   Every  time,  sourceforge has defeated me.  I'm completely
baffled by how it implements this.  I may keep trying, but  I  expect
that  it  will  forever  show  my very first version, and if you want
anything else, you'll have to go to my own web site.

Or maybe I'll eventually stumble onto a clue that  tells  me  how  to
update the entry on that page.

Does anyone know how sourceforge expects you to update  things  here?
I've  spent  a lot of time reading through their docs.  Lots of great
stuff there. Now if I could only learn what to type to get it to work
the way I want ...
