I could do this easily in BarFly if there were an obvious abc syntax for it. You could even do it with the current version as long as you didn't need more than twelve pitches per octave. You would create an intonation where you assigned the unused pitches to quarter tones. The abc wouldn't make sense anywhere else, of course.
