Midi in java is part of the java 1.3.1 standard release. Start at http://java.sun.com/j2se/1.3/docs/guide/sound/index.html
for information. I found the docs to be a little difficult to figure out, but the javadoc api spec is all there and there are some decent sample programs to play with.
