I'm writing it. I've taken the latest draft and added the multivoice extensions found in many recent ABC appications. Priority is given to features that are 0) already implemented, 1) implemented by 2) free, 3) multiplatform, 4) popular applications. I've labelled this unofficial draft as ABC 2.0, aka ABC Plus. I'll publish the draft next week on my site (http://abcplus.sourceforge.net), and I'm sure it'll cause quite a stir... In the meantime, could I interest you in my "Typesetting Music with ABC"?
