Some interested parties are not central IT organizations at universities but rather research projects, typically e-science, typically very multi-organizational, often called "Virtual Organizations" or VOs. These orgs have their own legacy technology issues but in many cases are very interested in solving these problems, eg making the secure multi-organizational use of ssh more scalable, interested enough to consider new technologies.
