Because of the abfab dependency I'd strongly prefer that whatever we do
for radius fragmentation depend on drafts that have at least reached the
wglc stage. So, for example the dependency on radius-extensions doesn't
bother me at all, but a dependency on another draft that has neither
wide implementation nor has been adopted would concern me
significantly.
I also agree with Alan's comments about why negotiation is not a strict
requirement.
