Mostly because expat is a seperate program, and we include all of our
seperate programs in seperate directories. I think this keeps things
clearer (we don't maintain expat, but we do maintain abi). Additonally, I
suspec that it has some build advantages. But I don't know our build
system nearly well enought to know that for sure.
