You should read abi/docs/AbiSource_Localization.abw 
It's also on my website, under HTML Documents.
That should get you started.  

However, this brings up an interesting point (see previous discussion re
gettext): en-UK will involve lots of duplication, currently.  Is there a
way to avoid that?
