finishing the help menu

Thanks to David Schmitter, AbiWord is now much closer to having integrated help. 

On Windows, however, the menu items which point to local files do not invoke the 
browser.  Is this something unique to my installation?  If not, would someone 
volunteer to look into this?  The menu items which call the (as yet nonexistent) URLs 
on the AbiSource site work fine, it's just the ones calling local files.
