1. Changed fl_BlockLayout::debugFlashing() to use UT_usleep instead of
usleep
2. Added UT_usleep macro for Win32
3. Added UT_usleep #defines for BeOS, QNX and Unix

   Compiles clean on Win32 and Linux.  If I broke QNX or BeOS feel free to
yell at me.  Somebody please make sure I didn't screw up the basic
debug-flashing functionality on Unix as well. :)
