User Documentation?

I was wondering if anyone was working on user documnetation (to appear
under help menu)? If so i'd be happy to help out, or if not, then I'd be
happy to make a start. What sort of format should I submit user
documention in. Plain text? HTML? Is there any particular style that
should be followed?
