Cygwin Make causing Kernel32.DLL fault

Okay what am missing?  I've tried everything that I know of.  I have
reinstalled Cygwin B20.1.  I have reinstalled abi-srcs from scratch.  I have
cleared out corrected registries.  I have installed the latest version of
Make (3.79)  Everything else compiles fine, but when getting to the wv
Makefile.abi - the system causes a Kernel32.DLL fault.

Any suggestions on getting a nice clean build to work as a baseline?
