Thanks to Jeremy's hints, the attached patch will now allow the source to be
located under the cygwin hieracrchy. I have tested this with cygwin B21.0,
cygwin 1.1.x outside the hierarchy, and cygwin 1.1.x inside the hierarchy.
It appears to work and should not break any other builds.
