Not having a Goto *implementation* for all platforms is acceptable, but
breaking the build because there aren't any stubs isn't. For information on

Joaquin probably didn't realize this needed to be done because Shaw
originally created the GTK stubs a long time ago.

PS: The existing stubs are the minimum needed to get an unimplemented modal
dialog to compile cleanly on each platform. I'm not familiar with the new
modeless APIs, but it occurs to me that we may need to add modeless stubs as
well.
