commit -- Fixed makefiles for cygwin 1.1.3+

   Tweaked makefiles so Abi compiles correctly under CygWin 1.1.3 and up.
Paul Egli tested this fix under cygwin 1.1.0, and I've verified that it
doesn't break anything on Linux.  Hopefully it doesn't break anything I
haven't been able to verify. :)
