Build patch for cygwin 1.1.3 and above

   Before I commit this, can somebody out there using cygwin 1.1.2 or
earlier apply this patch and make sure that it doesn't break your build?  I
don't want to take my changes on destroying the pretty green we've all
gotten used to in tinderbox. :)
