Default margin-top and number of headings

I have two small questions.

1. Why is the default margin-top ("space before") for paragraphs set to 0,
instead of 12 pt? In text editors it should be 0, but in word processors, it
should be set to 12 pt (the Enter key starts a new paragraph).

2. Will there be more headings in future versions ('Heading 4', 'Heading 5'
&c.)? We'll need this for importing (X)HTML (and LaTeX) anyway.
