 Did you mean "iso-8859-1" or exactly "8859-1"? (the later is invalid IMO).

 IIRC debug build logs verbose xml parser error strings. What do they say?
 As I remember, if charset is set to "iso-8859-1", raw chars > 127 should be
importable.
