Possible fix for UNIX canPasteFromClipboard() and some work on a bug where
our splash screen shows up on all windows/viewports instead of just the
active one. The deal here is that GTK_WINDOW_POPUP doesn't behave like we
want it to - GTK_WINDOW_DIALOG and TOPLEVEL work just fine, but raise all
sorts of other issues.
