Shouldn't happen unless:
(a) You've modified something in configure.in (or it has a bad
modification date), and/or
(b) You're missing the file aclocal.m4 (or it has a bad modification
date).
But as Dom said, the error itself occurs because libtool is not installed
(correctly).
